Animal Cruelty & Humane Law Enforcement (HLE)

Animal cruelty in New York City is investigated by a special division of the ASPCA, called Humane Law Enforcement, or HLE for short.

HLE can be reached at (212) 876-7700 x4450.

Only an eyewitness can file a report with HLE.

Reports can be filed anonymously, but it is recommended that you give your name and contact information.

Save all evidence to give to the officers, including the body of the cat or kitten, and any food you think might have been poisoned. Animal carcasses must be taken immediately to the ASPCA for freezing, or frozen at your local vet's office. Food suspected of being poisoned should be refrigerated until it can be turned over to an HLE agent.

It is a felony in New York State to poison a cat. Please download the poison reward poster and copy and hang in your neighborhood: English/Inglés, Spanish/Español, or Russian.
