Animal Cruelty & Humane Law Enforcement (HLE)

Animal cruelty in New York City is investigated by a special division of the ASPCA, called Humane Law Enforcement, or HLE for short.

HLE can be reached at (212) 876-7700 x4450.

Only an eyewitness can file a report with HLE.

Reports can be filed anonymously, but it is recommended that you give your name and contact information.

Save all evidence to give to the officers, including the body of the cat or kitten, and any food you think might have been poisoned. Animal carcasses must be refrigerated immediately. Please ask Humane Law Enforcement about bringing the carcass in to the ASPCA, or in the meantime, check with your local vet's office to see if they can provide refrigeration services until the carcass can be brought to the ASPCA. Food suspected of being poisoned should be refrigerated until it can be turned over to an HLE agent.
